Machine use make water

In my country has been a big suffering that more than five province and place has arid.There are people have less water to drink, even if some place isn't enough water to use animal and crops . There are less or no raining so long time and the government has reported about this condition will continue to June or July . Then there are people will have more difficult in them life . For this suffering , there are have a lot of people to help them and the government use military plane to make artificial rain. But for five big province that is can not get enough water. So i have a mind in here, that is i want to process a kind of machine that can use make water. As well know there are have H atom and O atom in the air. The water(H2O) is make of H and O atom, so we can get H and O atom from air to make water , when we get H and O we just make cooling it to become water.We can use this machine to make water everywhere and anytime if there have air , so that means this machine can use any place, of course we can use is in suffering place .
